Attiyah al Assam, the head of the Regional Council of Unrecognized Villages of Negev sits in a shack in the Bedouin village of Abu-Tlul, in Israel's southern Negev desert. The village, which started as an unrecognized settlement, received recognition in 2006, but infrastructure such as running water and electricity is still not provided by the state.
