During national identity enrolment a boy has his head kept still by an official for his photograph in Nagaram village on the outskirts of Hyderabad. For national security reasons and to improve monitoring of citizens, India is issuing each one of its 1.2 billion people with a unique ID card and number based on a photograph, digital finger print and iris scan.
