Ngati Kahu, a Maori tribe from the far north of New Zealand have occupied land that is pending treaty settlements, land that is currently owned by Landcorp, a state owned enterprise who were about to put the land up for sale. The Waitangi Tribunal, through the office of Treaty Settlements found that it and all other lands transacted up to 1865 had not been sold in English land sale terms, but transacted as tuku whenua according to Maori custom, a loan. The flags symbolise Maori Sovereignty or Tino Rangitiratanga.
