Palestinian flags fly from the highest point in Rawabi (The Hills), the first Palestinian planned community to be established in the West Bank. The flag is said to be the biggest in the region and mirrors the flags flown over nearby Israeli settlements. Staff from the development claim that settlers have stolen the flag on three occassions. Building began in Rawabi in 2010 for what was envisaged to be the eventual home to around 50,000 Palestinians but until 2015 it faltered because it hadn't been connected to the Israeli water grid. In March 2015 it was announced that the development would finally be supplied with water and by the autumn of that year the first residents had begun to move in.
