The management at Cesis Correctional Facility for Juveniles insists on calling the prison by other names like "school", "institution" or "home". Latvia's only juvenile prison holds 140 boys aged between 14 and 21. Their sentences are often harsh. A 2005 study made by the Latvian Centre for Human Rights evaluated the situation of juvenile prisoners in Cesis and gave recommendations how to bring the prison up to International standards. So far nothing has been done.
