Before being dismissed, a detoxed inmate has to give his fingerprint as he signs his written gurantee that he won't use drugs again, at Du Ka Htout Pat Jasan centre. Pat Jasan is a church-based anti-drugs organisation that operates with no official authority. The massive rates of poppy growth and heroin production in Kachin State have largely been ignored by the government leading some to speculate that this is a deliberate policy to keep the restive state addicted as another way of fighting the pro-independence insurrection. Others believe corrupt military and police, often in cahoots with the region's drug lords, are the real reasons behind the inaction. Pat Jasan runs awareness and education campaigns and non-violent attempts to restrict poppy growth and the trade in opium. However, their detox and rehab centres, which revolve around prayer and religious education, are controversial as they include vigilante teams who seek out and Ă¢€˜arrest' addicts who are put in chains and forcibly detoxed without medication.
