Kibeho camp where 280,000 displaced people live in shelters that cling to the hillsides. They prefer the insecurity of camp life to returning home to their villages and the wrath of neighbours they betrayed during the genocide. On the surface the camp looks innocent enough, but this is also home to the perpetrators of the genocide.
