Ramadan (25) has been held for two months in a holding cell for men and boys, some as young as 12, at Sabuwar Gandu, an Islamic rehabilitation centre in Kano. Men and boys are shackled and locked up for their perceived or actual drug addictions and/or for committing or being accused of committing minor offenses. According to four people interviewed, including two of whom who are shackled, some men and boys have substance-related mental health conditions. On the day of this visit there were approximately 40 boys and young men in the cell. All of them locked up and many of them shackled. They stay in the cell from anywhere from a few weeks to two years.
