Samba Roger (43) was the founder and first president of the Velondriake association, which manages the marine environment in this part of south western Madagascar. 'I was noticing that the fishermen's catches were getting worse and worse, and there were not enough fish for so many fishermen. We visited all the villages to ask for ideas and look at each village's problems, then we had a big meeting here in Andava with representatives from all the villages to decide the details. The government is far away and does not understand the problems we have here, so local management is best. I hope to see the sea become full of fish and octopus again, and I hope the lives of the villagers continue to improve'.
