The Russian representative at the Conference on Disarmament responding to U.S. Ambassador Robert Wood, who had just presented the United States Nuclear Posture Review. Wood claimed that North Korea was only months away from having the capacity to hit the United States with a nuclear weapon and dismissed the North's prsent situation as a 'charm offensive' that fooled no one. He also added that the Chinese and Russians were increasing their nuclear capabilities.
