Two carabinieri (military police) officers patrol inside 'Le Vele di Scampia (The Sails of Scampia), a notorious housing development built over the 1960s and 70s in Naples' Scampia district. It was built as an ideal housing project with parks and public spaces but has started to fall into decay. After the 1980 earthquake left thousands of families homeless, many started to occupy apartments in Le Vele illegally. Today Le Vele has become a magnet for drug dealers and much of the illegal trade is controlled by the local mafia, or 'camorra'.
